设计总说明:随着国家的发展，各行各业都会有很多项目，建筑业也不例外。各个行业对项目都采取招标的方式，为项目节约了时间，节省了费用。建筑业的招标采用公开招标和邀请招标两种方式，国家的采购计划都是采用公开招标方式，而部分项目就会采用邀请招标。为了了解招投标程序，本次毕业设计选择了工程项目招投标模拟，制作招标文件。

为了使招标文件比较规范，这次毕业设计采用了国家出台的标准文件，包括资格预审公告，投标人须知，资格预审方法，资格预审申请文件，评标方法，合同条款及格式，工程量清单，技术标准及要求和投标文件格式。

资格预审的审查方法采用合格制，通过对营业执照、安全生产许可证、资质等级、财务状况等方面对潜在投标人进行筛选，淘汰掉不具有承包工程项目的投标人。

通过资格预审的投标人，购买招标文件之后，组织投标班子编制投标文件。对于在规定时间内提交投标文件的投标人，采用综合评分法确定中标候选人。评标委员会从施工组织设计、项目管理机构、投标报价和其他因素评分标准四个方面对投标文件打分，计算出四方面的得分，通过总分高低，为招标人推荐三名中标候选人。

招标人根据评标委员会推荐的中标候选人选择最适合的中候选人为中标人，双方在规定时间内签订施工合同。

Bidding and tendering simulation for engineering project (bidding part)

General information of the design: With the development of the country, there will be many projects in all walks of life, including the construction industry.Each industry adopts the method of bidding for the project, which saves time and costs for the project.The bidding of construction industry adopts open bidding and invitational bidding. The procurement plans of the state adopt open bidding, and some projects will adopt invitational bidding. In order to understand the bidding process, this graduation project selected engineering project bidding simulation, making bidding documents.

In order to make the bidding documents more standard, this graduation project adopted the national standard documents,including prequalification notice, instructions to bidders, pre-qualification method, application documents for pre-qualification, bid evaluation method, contract terms and forms, bill of quantities, technical standards and requirements, and bidding document format.

Pre-qualification examination methods of qualified system, based on the business license, safety production license, qualification level and financial situation to screening of potential bidders, which eliminating bidders who do not have contracted projects.

Bidders who have passed the pre-qualification examination shall, after purchasing the bidding documents, organize the bidding team to prepare the bidding documents.For bidders who submit their bid documents within the specified time, comprehensive scoring method is adopted to determine the winning candidate. The bid assessment committee from the construction organization design, project management agencies, bid price quotations and other factors score standard grade four aspects of the bid documents, to calculate the four sorts of scoring, through the total score of the candidate winning bidders recommended three bid for the tenderer.

The tenderer shall select the most suitable candidate as the winning bidder according to the candidate recommended by the bid assessment committee, and both parties shall sign the construction contract within the prescribed time.
